Due to a lack of job opportunities at home, leave for abroad in order to find work and it is inevitable. 

 It  will be based on this wider perspective, interrelating health workforce imbalances between, but also within developing and developed countries.Nowadays wage differentials between source and destination country are so large that small increases in healthcare wages in source countries are unlikely to affect significantly the supply of healthcare migrants.

The availability of both high-quality education and opportunities in research and works  are the keys to retaining and attracting regional talent. The other factor which is so important is respecting the talented people and let them to have essential liberty to live .

I think brain drain can be controlled by improving the basic structure of the education system providing incentives to talented students. Moreover, the government needs to ensure good employment facilities to students by encouraging domestic and international investment in research and development.

In the present context of a networked world, this issue has reduced in Importance. In India today, we are seeing a reverse and return of talent back, as the opportunities in India increase.

Dear Dr. Hom Nath Chalise you have raised the world wide growing concern that has a very serious impact on economy, health, education, etc in the developing countries.Brain drain is defined as the migration of health personnel in search of the better standard of living and quality of life, higher salaries, access to advanced technology and more stable political conditions in different places worldwide ( Dodani and LaPorte, 2005).Yes you are right dear Dr. Hom Nath Chalise . The majority of migration is from developing to developed countries.The main drivers of brain drain are:

• Better standards of living and quality of life,
• Higher salaries,
• Access to advanced technology and
• More stable political conditions in the developed countries attract talent from less developed areas.

So, addressing the aforementioned gaps can minimize brain drain from the developing countries.

Talented people chose to leave their countries because they seek better future for themselves and their families. The solution is to provide the environment for appreciating and supporting such individuals.

By providing better job, fascilities for children, good salary and remuneration, job security, good medical condition, good working condition, better research fascilities and avenues for promotion could lead to control brain drain

For many developing countries the income-maximizing or “optimal” emigration rate of highly educated workers is positive (at about 10% of the total). Imposing too many restrictions on the international mobility of educated residents could be detrimental for development, although the brain drain exceeds its optimal level in most poor countries. So, for starters, policymakers should determine the level and composition of migration from their country—and whether migration is on balance harmful or beneficial.

Developing countries must treat their scholars well and scholars must demonstrate patriotism and love for country

It is not only due to economic reasons but social and political reasons as well.

The developed countries provide a certain amount of social independence too which the people in developing countries - mostly conservative countries - do not get. That need to break free is paramount in these countries. In the process not only not so educated but well educated people too leave the shores of the country.

The social backward ness need to be tackled both by giving the required skills to earn a decent livelihood through education as well as by political will to develop. The governments of the day need to take the country forward and not backward by taking progressive decisions.

People migrate from rural areas to urban areas both for economic and social besides political reasons.

Is it truly a drainage problem, or is it an issue of individual, family, or future family decision making?

Developing countries should provide the condusive environment for their professionals to stay back and assist in making their country great. Once an enabling environment is provided, brain drain would be curtailed.

The probem in the developing countries is in the less importance they give to young and ambitious citizens with skills. Those countries treat those people like shit (sorry for the terms but this is the pure reality). For example, There is no grant is research and despite of, those young researchers still make articles in highly impacted journal lile Nature. Engineers are payed a shabby salaries in comparison with developed countries and and and...

Overcoming of economical problem.

Providing better working environment and research facilities.

Economic problems to be resolved.

Article Rethinking “Brain Drain” in the Era of Globalisation

If we can keep the chance of all kinds of nepotism at zero, the merit will be allowed as the ONLY parameter for getting all academic and brain based service opportunities.

Then only brain will stay in country and will not drain.

But if we can not do this and force the brains to stay in their homeland, it will be equivalent to throwing the brains in the DRAIN.

The simplest solution would be for the native country to provide the same level of opportunities that the foreign country provides. This includes education, jobs, infrastructure and quality of life. Although this may be easier said than done, this should be an essential ingredient in the five year plan for the country so that the country is not left behind and can compete favorably in the global market place. .

While appreciating your question some 3 years back , I have come across the similar pattern of question which I take liberty to submit herewith for your kind perusal

Our birth is god  given gift & we decide our parents after placing our footstep on our Mother earth .Initial we recognize our caste ,creed & religion & our social environment .

Our action starts with our conscious mind which helps us to carry out our day to day action of our life .It is this action for which what we are going to be as a human being.

With this our mind ,heart ,& divinity within us are the very helpful so to say an holy elements of our life .

I am quiet pessimistic about the way poor countries can control the tremendous flow of the brain drain to the developed countries. Firstly, the ruling parties in the undeveloped and developing countries have dictatorial tendencies and are often corrupted which adversely affects patriotism and personal sacrifice for one's country. Secondly, one's choice of immigrating to other places is a personal freedom and a basic human right which should not be ignored. The only solution to the problem , at least to me, is to make living conditions more pleasant for all people and by spreading equity and justice for all , governments should contribute to the development of patriotic sentiments. On this basis, the intellectual elite may choose to stay and struggle for bettering the conditions rather than migrate to more developed countries.

Take any professional sports, such as soccer. Where are the best players of Africa and south America are going to play? In Europe because this league provide by a far marging the best salaries. So there is a drain of the best players from Africa and Sout America to Europe and the quality of the game in South-America and in Africa is obviously suffering from this constant drain of their best players but at the same time providing always new opportunities for the younger players of these continents since their best players are quicky replaced. So it is not a zero sum game, in the sense that the quality of the game in these two continents is proportionally reduced as the quality of the game in Europe increase. We can even argue that if Europe would put limit to the importation of players then it would increase the opportunities for their own players and maybe (a big maybe) re-energize the own grown soccer and so not so much decrease the quality of their game. Some European teams are not so open than other and their game quality is not necessarily the lowest. The german national team is quite good and have much more own grown player than the French team. So again it is not so obvious what is best. All that have been said above can be said for the import of foreigh workers in countries offering the best salaries.

Thank you for your answer. The fact is clear to me.

But I want to inform you another point about my country, India.

Here, constitutional reservation is practiced in 50- 60 % of all seats for studies and services funded by Government. The rest portion is almost covered by nepotism of various categories. Even almost all the promotions are practically covered by these.

Practically, merit is given very less importance here in everywhere. Corruption in every sector is widespread.

In such a condition, I think the observed positive movement of the country is due to the activity of say @1% working persons who work giving 100% of their efforts without expecting anything in return. Though, the country is having far more potentiality.

So, in such a condition, it is very difficult for merit to get the most minimum chance to show its efficacy.

So, I think it is better for such merits to leave the country. They will at least get opportunities to show their efficacy. Here, they may not get any such opportunity even in whole of their life.

What is best for an individual does not necessarily correspond to what is best for a society. I myself and my wife migrate from french speaking province of Quebec to the province of British Columbia because of lack of job opportunities in our native province. It was not easy but we choose this option and we have to live with the consequences good and bad. Of course the places where their talented members have little prospects and a lot of prospects elsewhere have a grave internal problem. I do think that most people would prefer stay in their native societies provided that they have given not necessarily the best prospects in the world but at least some reasonable ones. The question of corruption and the capture of jobs by all kind of corrupted means that are irrelated to competences and merit is very difficult to fight and remove and I guess that the more desperate is an overall societal situation and the more the pressure to survive by corrupted means is there and then a kind of vicious circle install itself sinking the hole societal prospect and individual escape from such places and just part of this whole vicious cycle.

Sometimes brain drain is seen as more serious than it actually is. In countries which train sufficient high qualified people it might be even an advantage when people leave for better pastures. This reduces pressure on local labour markets. Also skills and capital generation for those who migrate and might return later is an important contribution.
