Before speaking or while expressing our views we must have the confidence otherwise if we are lacking in confidence our views & expression may not give a correct impression & indirectly also for the readers or viewers this lacking may create an indirectly a negative expression .
With confidence , there may not be any problem of expressing our thoughts ,views & the question of expressing any hesitate mood may not arise .
Hesitate may come to the forefront of our mind when why expressing we are lacking confidence & have not given thought of our expression .
The answer is a bit complicated. Most of our oral linguistic exchanges are phatic, that is, intended to establish and/or maintain social relations. We focus on the various linguistic cues that signal the status of those relations, paying little attention to syntax and word choice and no attention at all to punctuation.
The rhetorical goals of writing, however, tend to be much broader: reporting information, persuading, arguing, explaining, and so on. Also, as Reza indicated, as readers we have the luxury of time to focus on syntax and semantics, as well as word choice and punctuation.
I would suggest that most writers are aware that their readers are interested not only in what they are communicating but also how. This is one reason why we teach writing conventions in our schools, but we don't generally teach speaking conventions. Mastering those conventions---and becoming a competent writer---is difficult and can take years.

I think as we write we have enough time for our mind to do this process until we get to the best of what we have. But while speaking, our minds must go with these steps very quickly. .. Or the reason is that writing takes a lot of thinking and rethinking while speaking is spontaneous
As far as my perception goes, speaking is easy when compared to writing. Because, speaking unless recorded does not have any proof for the mistakes we have committed while speaking. But writing is a black and white document. But normally, people who are good at speaking will also be good at writing.
Speaking and writing are fragments of the communication system. The difficulty of writing what is spoken is more visible when you do not have mastery of grammatical rules. Therefore, a good suggestion to improve this is to perform many readings in specific or general books.
We all keep on changing day by day.Ten years back, I used to speak a lot and prefer speaking over writing. But with maturity, I like writing and enjoy writing more than speaking. 'Words' are becoming more expressive while writing.
The reason why hesitating when writing is because, writing is an art and the construction of the sentences must be well linked and captivating to communicate the true thoughts of the writer. However, it is more easier to use so many words to communicate your thoughts when speaking
I think writing is more easy than speaking which requires the flow of sentences very fast, in writing you can stop and think for a moment, but in speaking you can't just take a moment.
Speaking and writing are productive skills and need practice. You can be hesitated in any one of them. To improve both or either, you have to practice them. Practice makes perfect!
When you speak you are forced not to hesitate because you care about the opinion of people about you, but when you write you'll be with yourself only so you have more time to think .
I think Practice makes you perfect. Practice is the only thing that will help you the most. Hesitation is because you don’t have confidence about whatever you speak. You might always have a fear, “what if I say something wrong and make fool of myself”. But when you fear, you are going to make mistakes. Be confident about what you speak.
Any person feels free to express thoughts and ideas to convey without hesitation since may be the people are known and may be the matter has importance. While putting in writing, a person has to be careful to represent issue or matter in a proper manner and sequence so that even a lay person should understand. The writing takes time and knowledge on the complete subject is must. One should have awareness. If this is acquired, the person possess boldness in writing.
