Perchloric acid can be used in wet digestion; however, with a high organic matter content and a high concentration of perchloric acid, there is a high risk of explosion.

As for the hydrogen peroxide, it depends on the concentration but you can handle it easier than perchloric acid.

Nothing should be banned, all should be used by a well trained chemist. Perhaps some reagents in student labs are best avoided.

When I said "Nothing should be banned", of course we have always to take into account human and environmental safety.
