Why in bayesian method can we reparametrize the function, example prior function to estimate percentile?

I have a problem in estimation parameter of Weibull distribution using bayesian method. In journal that I have read, the journal using uniform distribution to be prior distribution of shape parameter and inverse of weibull distribution be prior distribution of reliability percentile. The reliability percentil is use to form center line in control chart. Why the reliability percentile can be estimated using bayesian method?
