Why has not been reached a treatment for the Corona virus despite the efforts and long term? Is the issue related to the complex nature of the virus, or the government's lack of seriousness?

Yes it is just very difficult.
So many stages of experiments taking into consideration so many factors with a large variety of population groups, it is not that easy.

It is new and need to follow a structured approach for vaccine development. It is a complex and time consuming process to test the promising vaccine in four stages to get approval in the clinical trials. Hopefully, in the next year we will get vaccine with limitations on usage.
Dear Ali Ahmed Faris Vaccine discovery takes time as combinations of composition have to be tested for efficacious results. Once the formula gets established, and composition of putative vaccine gets tested and validated, everything will become easy. To my opinion, the delay in vaccine against SARS-CoV-2 cannot be ascribed to the government's lack of seriousness.
