I would like to know the wild type and mutant type allele of rs1344706 but some time I find it A/C and some times I find it G/T.
Is this has anything to do with NCBI assay ID?
Will a SNP has the same (ss) ID or will it change?

I believe you are just finding the same SNP sequence from both forward and reverse strand.

I would advise you to use Ensembl nomenclature (https://www.ensembl.org).
Such situations happen as historically scientists reported the results from different DNA chains, complementary sequences etc.
My recommendation is to use RS ids of the SNPs, as all records in the database are merging in the end under RS code.
