In the Comsol reference manual moving mesh is suggested for solving RF MEMS switches. But the problem is more consistent with deforming geometry because usually the space between membrane and substrate is filled with air and the strain is not important here. is this interpretation correct? and can be deforming geometry can be used for this problem?
In principle yes, but consider that moving mesh, phase space, level set are methods which can normally perform better than moving geometry due to convergence issues. If the computation is not too much time consuming, I suggest you to use moving mesh.

I'm using COMSOL as I told you in the question. When I'm using moving mesh I always have convergency problems. a problem that I don't face when I'm using deforming geometry. also, I really concerned about the results. are the results taken from deforming geometry correct?
Yes, I use COMSOL too, what is strange is the fact that your model converges with deforming geometry and not with moving mesh. Have you tried with ps or lsm instead? If not, this could be also a way to check if your results with deforming geometry are good or not.

about the current question, I just tried to simulate it with COMSOL using moving mesh, deforming geometry and without both of them, the results were different.
