At the beginning of E.coli cell fermentation process in order to produce recombinant proteins, after inoculation, despite of DO decreasing expectation according to start log phase, DO increases and stay steady over long time.So, it creates too long lag phase!
Did you check all process Parameter like temperature, pH-value, pC02?
Otherwise there could be different factors that could increase your DO like wrong values for the Controllers.

From what you said, I understand that you have too long latency phase that induce a poor DO consumption.
As Baran Yildiz said you should check the evolution of pH and pCO2.
Moreover, you should check the medium composition.
In a previous work I observed that a change in lipids composition can induce a too log latency phase in yeast fermentation. (Article Mixed culture fermentation using Torulaspora delbrueckii and...
)I suppose that every nutrients and micronutrients can induce a too long lag phase depending on is concentration.
It would be easier for us to help you if we could have the composition of the used medium.

I agree with Paul R. Jr Bro. Medium composition is highly important. Since adaptation phase is for preparing enzymes to degratade mainly compounds in medium.
Basically will be useful to check medium composition differences between inoculum previous phases and actual medium composition.
For example change an acid for pH regulation could delay starting log phase even if pH remains the same.
