We are using a Casy Cell Counter offered by Roche Applied Science and are totally happy with it. There are very many values for cell lines pre-installed but you can set up your own programs as well. The handling is very easy because you just dilute your cell suspension in the medium which is used for the measurement and put your tube in this device.
Actually I am not sure about the running costs because you have to buy the medium as well.
I cannot add much to Oliver's answer except that you should contact the companies and ask them to do a demonstration in your lab and allow you to use it for two weeks. We did this with Life Technologies (Applied Biosystems & Invitrogen), Countess (r). It worked pretty well and really streamlined our tissue culture work flow... not to mention making the undergrads seem like pro's at tissue culture.
I agree with Oliver, the system is easy to use, to clean and you get a lot of parameters. You can save your datas in excel sheets (with a supplied macro) or print them directly.
