What's a genomic unit?

I'm sure this is a very simple question, but I can't find it anywhere online. I'm reading a paper which gives ChIP results in "genomic units." It clearly represents expression levels, but how is "genomic unit" actually defined?

To my knowledge, genomic units means a short section of a gene or a special DNA sequence to be hybridized.
