I think It mainly depends on the functions of each protein. If you measure on and off time over period for each mRNA and protein you could group them into several groups. Probably house keeping gene would show you the same oscillation pattern. The proteins with long half life would show you a different oscillation pattern. you would also notice that oscillation pattern of some of the genes are cell cycle dependent. If the cells are under stress situations then you would see a global change in oscillation patterns.
So the question should be based on a single gene or a group of genes like house keeping genes etc. and this could be measured using number of approaches.
