I would recommend the method of electrochemical impedance spectroscopy (EIS).Refer to the following: ASTM: Standard Test Method for Measurement of Impedance of Anodic Coating on Aluminum, Annual Book of ASTM Standards, B457-67, 1994, 179-81.
