I need to dilute drugs. In my case, I would like to dilute chromium picolinate in the solvent. What is the best solvent can be used either DMSO, acetone, PBS or etc. How can we justify that the solvent does not give effects to cells instead of the drugs itself.

Iam not expert in this field.
I suggest you use PBS, PBS mainly contains Na or K. These elements also most common in our body.
Further PBS or FBS must use in cell culture experiment.
So you can use PBS. However, some drugs can't dissolve in water .
In that case you can go with DMSO.
I do not suggest Acetone , since its destroy the cell culture plate and also i guess contaminate the cells.
First you have to check solubility of your drug.

I have tested that the chromium picolinate is soluble in PBS and insoluble in water. Most of studies use DMSO as solvent but I did not test it yet since DMSO is toxic to cell. My friend use PBS as solvent for drugs but I did not found any paper on it yet. I concerning either PBS will cause effect to cell or not.

A good source of information of drugs solubility is Pharmacopea... Like United States Pharmacopeia, you will found a complete monography of physicochemical properties of any drug or excipient.

You can use ,PBS but it should be sterilized before use.
Before use. We also use PBS for all drug delivery experiments.
