What is the best procedure to make silicon colloid?

I need the silicon (NOT the silica) colloid to be stable for a few hours. which one is the best, Water, ethanol, ethylene Glycol, or something else??

The only route I would think feasible would be a variant on the electric arc (Bredig, 1898) method

Silicon does not wet well in water so a surfactant can be used to encourage this. You'll also need a stabilizer.
