It should normally mean -917 to +49bp promoter reporter construct. But you should normally confirm this from back references of the paper. The paper below shows the right notation with similar regions of cox2 promoter.
Yes. And from the above literature, it seems like the region really harbors some functional elements for expression. It could be CAT / Luc / B gal or any other reporter or even RNA reporters like B globin.
If you are new to reporter assays, then you can go through some general literature or refer to company sites of Promega / Affymetrix/ panomics. For your info- since COX2 is a cytokine known to be regulated at mRNA stability level, reporters will also be available with 3' UTRs (but then the numbers will be ascending (eg: 2000-3100nt-luc).
