The specialist philosophy can, always, understand and explain any item at any time forever because he is handling the subject completely. On the other hand, the non graduate persons may give a wisdom, probably, for a certain situation at a particular time only if he has an expert in this item.
I think it depends on the reason behind this philosophy. Nowadays we find some people trying to get involved in any empty argument just to show people that they are philosophers with no or very little knowledge, just to say I have a " PhD" so I am a philosopher. So in my opinion philosophy does not depend on the degree of graduation, it depends on knowledge, experiences, a wide imagination and the ability of composing ideas and connecting information.
