Lack of of organizational leadership, absence of a formal vision, mission and strategic plan, decline in value of what organization is producing, and a whole host of other environmental factors are the primary drivers. Due to spineless personalities with individual paranoia the OP becomes worst through distrust and suspicion.

Organizational Paranoia (as opposed to individual paranoia) is caused by characteristics of the organizational leadership and lack of infrastructures. So environment is the primary precursor.
Most of the paranoia is spread via rumor-mongers. Others are caused by what is going on in the world of economics and global market. There is more uncertainty about holding on to a job these days than in the past. It is sometimes who you know versus what you know that makes one get ahead of others in an organization.
