I am providing specific example related to Australia. In Australia, recycling is being encouraged for two reasons: (a) as an additional source of water in a country/continent where freshwater is very limited and (b) reducing discharge of nutrient rich wastewater and stormwater into rivers and oceans to overcome pollution problem. The Australian national guidelines for water recycling (http://www.recycledwater.com.au/index.php?id=16) guides the use of recycled water for various purposes in two phases, phase 1 and phase 2.
