15 min time interval in VISSIM is it inserted in VISSIM as volume veh/15min or as flow rate veh/hr. in case veh/hr, does VISSIM clear the intersection after every 15min and enter new 15 min flow rate for the following 15 min ?

The vehicle input is always vehicles per hours. You can see this, when you move with your mouse over the attribute name in a list - see screenshot (1).
When you have several time intervals of 15min, Vissim will change the vehicle input rate every 15min rate. The network will not be cleared after each interval.
By the way, please note that per default settings the vehicle input is stochastic. I.e. if you enter 1000 veh/hr for a 15min-interval, the number of vehicles in your simulation will be around 250 veh/15min, but not exactly. That is a nature of a stochastic simulation, however, you can change this by setting the attribut VolType to "Exact" - see screenshot (2).

Johannes Schlaich thank you for your help. I have another question if you could help. when the flow rate is high i have this error message, it says
(Vehicle input 2 could not be finished completely (remain: 314 vehicles)). this remaining vehicles has influence on the next 15 min interval?
"Vehicle input 2 could not be finished completely (remain: 314 vehicles)". You must be getting this error at the end of the simulation, right? This is resulting from the very high input volume that you have set for your road network. As per the error, if your input volume was V veh/hr, then vissim was able to insert only (V*t-314) vehicles during a simulation period of t hrs. Now, if you are re-running the simulation, the entire traffic in the network is reset. And ,as Johannes Schlaich has pointed out, since the simulation is stochastic, the number of remaining vehicles is also likely to change.
In addition to above answers, VSSIM will clear the vehicles in network for a time interval only if you input 0 vehicles in that particular time interval.
