Due to 18th Ammendment in the 1973 Constitution of Pakistan, Occupational Health, Safety and Environment as a subject was tranfered to the provinces of Pakistan. Role of EPA at National Level was reduced and provincial entities like SEPA, PEPA were formed. However they are focused only on environment. There is hardly any legislation at national level for achieving or ensuring public safety. Sindh Occupational Health and Safety Act was passed on 2nd Nov 2017 by provincial assembly but its too scanty and nothing beyond passing of act has actually or purposefully done on ground. The bigger question is that should HSE laws not be at Federal Level or the national level?
