For sugar analysis you have to use NH2 column, ACN: water as mobile phase and ELSD detector/RI detector. If you want to all conditions of ELSD then it will give you. I had done a lot of work on sugar analysis on ELSD detector.
Resolution is quite good in ELSD. You have to take care of baseline when gradient elution is going on. But you can separate seven to eight sugars on ELSD with ACN:Water(78:22), NH2 column. Play with gas flow and drift tube temperature in ELSD. I think ELSD will be better than RI and RID.
Flavone glycosides, particularly Hesperidin and Didymin need DMSO in the injection solvent. I use 40% for extraction. The mobile phase is a simple gradient from 15 to 95% CH3CN for UPLC. That combines the flavone glycosides which usually elute @ about 20% acetonitrile and the polymethoxylated flavones that usually elute at 40-60% acetonitrile.
