Definitely and as follows;

The atomic structure (i.e. chemical nature) of the surface will define the surface energy. Lower energy surfaces are harder to 'foul'. For a flat surface you have a limited level of hydrophobicity that you can reach. And that's where additional micro/nanostructure comes in. These reduce the surface area (if the liquid doesn't flow between them, otherwise the surface area goes up) and lower the surface energy. Surface energy minimisation is key because the energy available to form the weak bonding of the liquid to the surface will determine the wettability.

There are tonnes of papers on this huge topic. Glen McHale and Gary Wells cover this well in their publications. Khellil Sefiane and the Thermofluids group at the University of Edinburgh also. I have a few on my profile that are mine that specifically deal with wettability and surface structure.

Yes, surely there is correlation, but let me say that it is between the physiochemical nature of coatings matrix and the incorporated nanoparticles as to be more feasible. This correlation for example in organic/inorganic nanocomposite coatings system where you are interesting with, comes in terms of the large surface area of nanoparticles which creates a large interfacial area leading to a significant volume fraction of matrix surrounding the particle defined as interaction zone which is affected by the particle surface and has properties different from the bulk matrix and it can have significant impact on the composite properties. For example, depending upon the strength of the interaction between matrix and particle which in turn depend on the type of both materials, this zone can have a higher or lower mobility than the bulk material, and result in an increase or decrease in glass transition temperature.
