Is there a HER2-negative and ER positive breast cancer cell line that can be used in mice?

If you mean to form xenograft tumours, yes. However, breast lines that are ER+ tend to be highly dependant on estrogen. Female NOD-SCID or NSG mice need to be supplemented with an implanted estrogen pellet for these cell lines to grow in vivo. Personally, I've had the most success growing MCF7 (HER2-low, ER+). This line has also been used extensively in the literature.

MCF-7 cells are considered HER2- (low HER2) / ER+ and can form tumors with estradiol supplementation in athymic nudes or NSG mice
