No. It may not be a re- research because it may lead to a new discovery of science and technology.
Yes, to may be a re- research when when this innovation, system, method, process or idea wanted to be reinvestigated and tried in another study location for domestication.
Research is still being added to. Although, for instance, metamaterials were being used over 80 years ago, some modern work on metamaterials has done real new work, has broadened the understanding of them and widely expanded the field of use. Just because some of the papers are just re-discovering things doesn't mean that real progress hasn't been made.
