Can a single compound increase the enzyme activity at low concentration (below the known inhibition concentration) and when the concentration increase start to inhibit the enzyme?

It is possible, although for a competitive irreversible inhibitor it seems kind of unlikely. Can you give more details?
Is it a substrate or cofactor? You could experience substrate inhibition.
I know one example: Suramin inhibits many membrane ATPases (both P- and ABC-type) competitive to ATP. However, at much lower concentration, it can stimulate the multiple drug transporter 1 (Mdr1) as transported substrate. Overall, this impresses as a substrate inhibition curve (doi:10.1046/j.1432-1327.1999.00644.x).
