In recent times ethical revolution seems to be the only solution to solving developmental problems. Most developing countries, especially in Africa have the necessary resources to develop,but the problem is the ethical values necessary to drive this development to enhance the general well-being of the citizenries. Attitudinal change on the part of the leaders and the followers remain the solution.
I think attitude is definitely key to how you go about achieving your developmental goals, but when it comes to governing a country there must be laws in place to keep leaders in check, especially if they lack ethical values so that these weaknesses do not ruin the achievement of developmental goals.

You have raised a very important and complex issue, which is often not recognized. I would frame it as the problem of the link between culture and development, which includes attitudes as a specific topic.
In good part, the complexity of the issue is due to the reciprocal causation among the variables. Economic development impacts on culture (probably more than vice versa), but the cultural heritage usually affects (slowing or facilitating) development.
Empirical research based on transnational value surveys shows that things like interpersonal trust, "achievement motivation" and "self-direction values" are associated with higher development rates. But in my view the whole puzzle is still far from being solved.
Yes, accompanied with a strong will, based on high moral standards, for the benefit of the majority of people.
But, can this be achieved? Theoretically, yes, practically...Or with other words, the way seems too long, yet, at least for some countries.
This question is related to a recent one about corruption. Yes, I would certainly agree that "attitude," of the society at large, and consequently attitude of the political "leadership," has to be a critically important factor, to set development goals first, and then to achieve them.
Attitude is part of the culture. Optimism, expectations, self reliance, and the drive to succeed, have to be embedded in the culture. If this doesn't exist, building it from scratch will be an iterative process, most likely, I have to believe.
The biggest problem, as I see it, is a culture in which people expect the government politicians to be responsible for their well being. That won't work. It just promotes corruption. People have to demand from their politicians that they provide good governance, rather than just passively expect to be spoon-fed by their politicians.

Attitude can be one of the determinants to achieve development goals. There are also other determinants that need to be considered like actual behavior, personal moral philosophy subscribed (e.g. Kantianism, Utilitarianism etc.) and surrounding environmental factors (e.g. peer pressures, family influence, cultural practices / do's & don'ts etc.).

According to Piayura and Ayuwat (2011), Thai villagers have been exposed to the ideas of human rights and equality brought to them by democracy movements and the mass media. Unfortunately, persons are sometimes more interested in material goods, in a society excessively oriented for consume, and illusory success, no matter the used means, than in values immaterial that could lead to a real progress.
Death penalty and generalized use of weapons (including sometimes in schools?!!) for example, are allowed/promoted nowadays in some places, including in some pseudo developed societies?

For every action our attitude place an very important part .In our working action our general behavior & approach with the people who are joining with us & directly or otherwise connected in our working action.

No doubt the right attitude is the core value for development. In Africa, just like in the most nations, attitudinal issues are confronting developmental strides. The difference between advanced nations and Africa are: a) African leaders preach and expects attitudinal changes from the followers, while the leaders themselves refuse to have attitudinal change. b) development for the African leaders is judged from the prism of ethnic empowerment - contract, job placement, infrastructure etc. c) followers or the governed, define development from the perspective of ethnic claims to national wealth. In summary, African countries do not have leaders who are nationalistic or what is described in class analysis parlance as "nationalistic bourgeoisie".
Of course yes, we cannot accept that countries with so many welfare sources are not able even to feed their people due to overall corruption of their governors...

Attitude is certainly important, but what is vital is having the ethical people with the right attitude in the leadership positions. Organisations headed by ethical people behave ethically as a whole. Conversely, unethical organisations are invariably led by unethical individuals. I think it is an established fact that a nation stands or falls depending on the ethical quality of the individuals in the leadership positions of the country, in particular in the civil service.

Attitude determines level or extent of development in a great measure. When wrong attitude is applied to a good motive, the result will be nothing less than negative results. Such output makes mess of both human and material resources targeted or earmark for such development. That is why the message of ethics hinges on the change of wrong attitudes and maintaining the good ones so at to morally create a society where equity reigns.

I think attitude is key to achieving goals for the 2030 Agenda because implementation of targets require a willingness to change. For example SDG 10 aims to reduce inequality within and between countries; even in western economies there is resistance to change within the paradigm of equality and social justice. This is evidenced by the political right's ascendancy in recent elections. One has to have the attitude to be able to encounter resistance to change, and still achieve sustainable goals, in order to be successful in this respect.
