In a linear model DNA, what is meant by freely fluctuating ends?

Although i am trying to guess here, freely fluctuating ends most likely refers to the phenomenon of DNA end "breathing" where a few basepairs seem to be undone and redone isothermally. This phenomenon explains a bunch of PCR and DNA related biocehmical phenomenon and has a lot of biological significance too.
