I can't afford to buy/maintain a normal cell line (normal human breast epithelial cells) in the lab and other research institutions/universities don't have it as well. I was wondering if testing it in vivo (using C. elegans, which is already available in the lab) would be a scientifically sound decision.

No, it would not be a scientifically sound decision. In vitro methods mean carrying out the experiment in a laboratory which includes animal cells in culture that provides a controlled environment for an experiment, but it occurs outside of a living organism.
On the other hand, when testing the drug in vivo, for instance, using C. elegans would mean providing a different set of environmental condition as the drug would be working inside a living organism. No doubt, C. elegans as a model organism is good as it has many advantages including having all the physiological properties of an animal, the ability to replicate human diseases and a fast life cycle.
A control group will allow one to test a comparable treatment and compare the outcome with the experimental treatment. You would be able to assess whether the treatment you provide to the cells specifically caused the outcome, or whether time or any other treatment might have resulted in the same effect.
If you change the control by testing the drug in C. elegans you will not be able to come up with any conclusive results regarding the anti-cancer potential of your plant extract because you have tested the drug in vitro and the control in vivo, which are two entirely different testing systems.
So, I recommend using a normal cell line as a control. It is not always necessary to have the normal cell line belonging to the same tissue. You could use the cells as suggested by Philip G Penketh , or you may use Vero cell line derived from the kidney of an African green monkey which is one of the commonly used mammalian continuous cell lines as a normal control. This could be a good substitute.

Its better to use any normal human cell line for comparitive study on the drug effectiveness. You can try L-132 human lung epithelium cell line (adherent) which is mainatined in RPMI-1640 or DMEM medium. Its not very costly and easily avaialble in labs dealing with lung cancer related studies. You can try asking for a running flask containing confluent cells which you can subculture easily.
