How to measure concentration of more than half single stranded olgio and 1/4th double stranded?

I want to anneal two oligos . One oligo is 96 base pair and other oligo is 17 base pair. 17 base pair oligo is complete complementary to 17 base pairs of first oligo after annealing I can measure the concentration or not? Thanks
