How to make a PVA-PEG hydrogel using freeze thaw method?

I'm having PEG 20000mp and PVA 1500 and 500. I have tried freeze thaw method according to a reference where they used different molecular weight. I tried changing weight percentage, but still I didn't get the gel. Or if there is any other method, please suggest.
