I want to create a fully organic LED using PLA as the substrate. However, when I try to spin coat at speeds higher than 200 rpm, the aqueous dispersion of PEDOT:PSS (Ossila, PH1000) is immediately thrown off. I haven't analyzed the hydrophobicity of the PLA yet, but its behavior suggests that it is hydrophobic, as it does not form a homogeneous film with PEDOT:PSS.

I have searched several forums for technical solutions to this problem. Many suggest using an O₃ cleaner or plasma treatment, but unfortunately, my university does not have access to this equipment. Therefore, how can I increase the hydrophilicity of the PLA film without using those two treatments?
