It seems when i mix cerium oxide nanopowder with ethanol most of it or even all of it does not disolves.
What is the trick to this?

Both CeO2 and MgO nanoparticles don’t dissolve in alcohols, disperse only. For making a good alcoholic slurry, use fine nanopowder, ultrasound treatment and appropriate stabilizer (polyvinylpyrrolidone, for example).
You cannot dissolve cerium oxide in ethanol. By the way, you can (relatively easily) dissolve cerium salts such as cerium nitrate in ethanol
