How to design a 120 v switching regulator/linear regulator?

The circuit that I have uses 3 IGBT's but it does not use a PWM. Should I deduce that it is a linear regulator and not a switching one?

Simplest and safest way to design your circuit (if you really wish and need to) is to simulate it under some simulator such as: LTSpice or TINA-TI™.
