If naughty or unruly refer the student to the dean or head of the departmnet for cousneling following the department protocol. If the student is over-confident give that person more challenging assignments and see if they can tackle them successfully.
There is no reluctant, ..., or unruly student. According to psychology, there are only expressive needs that are not voiced.
Except by odd behavior, body language, or other, can the student communicate them. The expressive need is usually not consciously known by the student, only existing in the superconscious or subconscious. To those who balk at the word superconscious, super must be understood as, "outside of" and is observed in both animals and humans.
A student will not be reluctant. But circumstances and environment makes him. This student should be observed and the drawbacks should be identified. This person should be handled carefully by talking to him, based on the interests encourage and promote to do things.

If it happened, I give some quiz, and all of student will be participated for that. We can take their point, if they can give the answer, and we also waiting for the student who late for the answer, and give the opportunity for faster student to give their idea to their friend. It can be done, if all of the student complete to take their point.
Make it fun and interesting.. with kinesthetic learning methods..
Reluctant student is very sensitive due to their psychology and should be handled with care. One should tell continuously, deal with patience, induct good words and thoughts and tell what is good and what is bad.
