Surely you will look for the best suitable journal for your manuscript submission, that is within the scope of your research paper.
Some publishers or websites (like EndNote) offer matching possibilities for your abstract to seek possible journals.
But when it comes to the actual practice, how do you match your paper with the more "suitable" journal(s)?
Ask dr google or PubMed .... has to be within SCI or SCI expanded journals...if you wish to reach wider scientific society go to open access and your job would be visible to anybody at PMC.... If you would like to get good citation, try NEJM, you can at least publish “Clinical picture” type publication with high satisfactioN. Its title, description, research focus/interest, & double-blind peer-reviewed journals with high impact is preferable.

It really depends on a particular science/domain that your research belongs to. There are typically 5 -8 leading journals specific to one's field/domain. All articles are conditionally speaking are either opening something, or continuing something, or closing something. Each of those stages may vary in importance, depends on the significance of the obtained results.
Another criteria to distinguish is as to whether the article is a short communication, a letter, or a full size article, or a summarizing review of own new and old results.
Sometimes certain journals have editorial board policies to prefer articles from national labs and universities related to so called pure natural sciences, whereas other ones prefer articles from industrial labs, especially in areas of applied sciences.
Thorough consideration of those above and other criteria help to narrow down a most suitable journal you'd like to send your article for publication.
Dr Mohamad-Hani Temsah , in my personal view,
1. First assess the quality of your research article (self assessment)
2. Urgency to publish
3. Nature of publication (quality publication or just to publish)
4. Availability of fund to publish (if need to pay)
5. Patient to publish
6. If you think quality of your article is high, submit to best journal, if rejected submit to slightly lower impact journal,....
7. If it is just to publish, you can also publish on normal pay Journal. They may publish within a week. You just need to pay money. But I do not refer such a journal.
With the answer to my question, I can excite some people, but there is also such a point of view. As long as you are a PhD student, post in the opinion of your supervisor. This is not very correct, but there are scientific leaders who do not like to challenge their opinion.
Then you do what you have decided!
It will be very wrong for one to look at the title of the paper and the name of the journal to make a decision. One need to look in details the scope and guidelines of the journal to determine if it matches with the content of the paper. Some journals are open to research in several disciplines whiles others are narrowed to specific areas.
I agree with you dear Emre Pakdemirli , that for your " high quality piece, than you would be able to publish sooner or later. ", so "patience" is Key to get it published in the most high-ranking possible journal!

For PhD students, they should be given more freedom in such decision, as this is building their research career! The supervisor should do as the name suggest: supervise and advise.
