Many scientific journals require English language editing certificate at the submission process for "non-native English speaking authors".

While this is reasonable for a poorly written manuscript, I find this unfair, posing extra hurdles for other authors who have well-written papers.

From your experience, should such certificate be from a professional editor or can be from a colleague who is native English speaker?
