Many scientific journals require English language editing certificate at the submission process for "non-native English speaking authors".
While this is reasonable for a poorly written manuscript, I find this unfair, posing extra hurdles for other authors who have well-written papers.
From your experience, should such certificate be from a professional editor or can be from a colleague who is native English speaker?
For very demanding journals, I used to send out my manuscript to a native English speaker. Otherwise, good writers don't need to provide an English language editing certificate. The scientific language is simple and elegant in clarity to express the core message. Many manuscripts I reject, in my role as an editor, are poorly written. Thus, in my opinion, an article with plenty of grammar error, typos or outside the journal's style should be rejected before sending it to external review.
