You can use NCBI Gene -> mRNA (which will look like NM_001256799.3), scroll down on the page of the gene to find it, under the label mRNA and Proteins -> on the right side, upper panel, click "pick primers". It will send you to an automated primer generator. Choose your conditions and get primers.

You can use the same strategies as designing primers for normal PCR. Please note that the product size should be smaller than 200 bp (~ 100 bp should be good). I usually pick the forward primer from the previous exon and the reverse from the next exon. If not possible, then you can pick both primers (forward and reverse) from the same exon. The thermocycling conditions for RT-PCR mainly depend on the kit and the thermo system you use, thus, you should read the instruction from the manufacturer carefully. Besides, the final concentration of primers is also recommended by the manufacturer (see the manual of the kit you use).
