You may try with about 5% cetostearyl alcohol and remaining white petrolatum gel
You should do an optimization process. First, you have to choose the best gelling agent in order to get a stable gel. For example, you may try to make gelss with different kind of gelling agent. After you get the best gelling agent, you may try different concentration in order to get the optimum formula. Then, you may add some excipients to prevent drug oxidation or degradation.

I would use carbomer 940 as a gelling agent with triethanolamine as a neutralizing agent. I would also add ethanol and glycerin. Good Luck!
I agree with Ahmed Agiba, I used Carbopol 940 for my undergraduate and master research. The gel prepared were stable for several months.
