Does 2' fluoro modification change the structure of RNA ?

I am selecting RNA aptamers against a viral protein. To increase its nuclease resistance we use 2' fluoro modified RNA. I am wondering if the 2' fluoro modification has any affect in the structure of RNA and if yes then how.
