Tests create a feedback process and tests and student ability and knowledge in a number of areas is or can be improved. Does it encourage independent thinking? Probably not.

Repeated tests are quite indispensable and positive to improve achievement and to consolidate the learning an teaching processes alike. Such tests give students the chance where their pitfalls and weaknesses. Also, they are regarded as a reliable yardstick for teachers to measure the progress students have made all the way through.
But the repetition of tests is not a time- consuming matter on the understanding that they provide feedback for both the learners and teachers. They should be well-structure, purposeful, and pedagogical.
Paul: I do not usually allow a student to take a test over again, except in very rare situations. I think one test over a certain amount of information is sufficient. My experience is that a retest does not usually increase a student's score.
