CRISPR is one of the most significant technologies around the world. We can change the creatures with unnatural selection for finding new treatment ways in genetic diseases. If we change the vires's genes to make it harmless, we might get rid of this thread.
You would just produce a 'harmless' virus in a flask in one lab. What about the wild type virus? That would still be circulating in the population and not replaced by the new virus. If you mean by 'harmless' that it is not spreading easily or not causing dangerous symptoms, but could be used for vaccination, that's what is being done already (weakened live vaccine). Not necessarily by CRISPR, that's just one tool you could use.

I agree with Hüseyin Besir , one does not expect lab virus to become an epidemic or pandemic (of course if we do not talk about mistakes or deliberate spread).
There is no way to control the virus already present in the human population or in other animals (host).
Sure, one can do whatever techniques possible to play with a virus, but that is mainly done to understand the pathogenicity and immunology of the virus, get the possible antidote of it and not to control the virus itself.
