Your question is very interesting. According to my opinion, the major cause of influence is the capitalism system (economic system) in Europe for both workers and industries. High technology supports industry and increase production, that means your industry will grow up rapidly and demands more manpower. You already mentioned the best example of China.
Other then AI-Applications, Pay-Rate and standard of living with respect too many needs per person creating too many challenges in Western countries.
The main issue is however., high pay rate and accordingly transfers of manufacturing industries to other countries with low pay rate.

As you also know the aging in Europe is a big concern. Therefore, at the present days industrial manpower is relatively old and due to low population increase, less young people is entering into the market from manpower supply side. What i beleive is that the high technology will reduce the need of industrial manpower but in the mid term this will eventually provide a balancing effect of a shortage due to aging/low population rate in Europe.
Hope this will give you a different aspect to consider on this issue.
