Can triethylamine be used as a base in refluxing toluene or DMF?

As the boiling point of TEA is ~ 90 ᴼC, I guess that on using refluxing toluene or DMF, TEA will remain in vapor phase above the surface of the solvent and so it will not act as a base in a significant manner. Please help. Thanks
