Not enough information here to answer your question. You need to make sure GV248 is a lentiviral vector, and contains a chimeric, 3rd generation, 5' LTR. Otherwise, if it is a second generation lentiviral vector, you need a packaging system that encodes the tat gene. If GV248 is a non-lentiviral retroviral plasmid, you need an entirely different set of packaging plasmids.
