Depending on where you intend to the sell the product, you need to ensure the ingredients in the formulation are approved for food contact in that country.
For example in the US, the database which can be assessed from the following link includes a list of ingredients approved for Food contact including adhesives. You would need to check the corresponding CFR to verify conditions of use:

I wonder what kind of utensils you make?...If it is made of wooden materials, why don't you make your own glue, like a mix of white egg, gelatin, starch, gluten and/or gum?with the help of certain compression and dried appropriately the glued part will be strong enough to withstand cracking.
