"sodium citrate 38 g dissolved in 1350 ml water normal temp." First, this is not a buffer. Second, mono-, di-, or tri-sodium citrate?
Third, I would not calculate the required quantity of citrate. I would advise you to measure the pH and adjust it to a desired value. Then, just scale up you experiment.
