What need to be the criteria for assessing output of a researcher/ scientist/teacher? No. of Projects being handled? No. of papers published? No. of quality papers published? Publishing in high impact journals with a unending race/pace? High RG score or gathering more Impact points? or a high H index / Google Scholar citations? or a paper having 100's - 1000's citations / its high impact? or filing patents without any significant impact / resource generation? bringing projects with huge fundings? apart from from facing many a managemental, teaching and routine work activites? Everybody demands in a pressure from a researcher and with implementing new policies and assessment guidelines from time to time? does anybody thinks about researcher too - means he/she also needs some support and boosting and a real working and thinking free environment?- can any big research be bounded with a time frame? do we all have this atmosphere or we consider us only pacing with each other? pl help me in understanding these too may questions ........and share your thoughts please

A single person can't give all these outputs at a single time though may give significant output for all these with a flow of time and also can't be an expert of all these; identification according to the respective abilities, capabilities, skills, interest and aptitude must be kept in mind to assess all these..
I think the outcome assessment should be comprehensive. It may involve factors such as:
a) Number of papers published
b) Number of patents generated
c) Technologies transferred in commercial world
d) Number of scientific manpower developed
e) Number of books/monographs published
f) How it has impacted in improving quality of life.

I agree with the views of @S G Deshmukh but according to M K Gandhi it is necessary to have vision and think that how can our efforts make changes and bring comfort to the common people in the long run.
The outcome assessment must be comprehensive. I agree with SG Deshmukh.
We are getting into an interesting discussion. We must also understand and appropriate importance of the surrounding eco system. Unless there is a proper enabling environment, we cannot really assess the impact of a researcher's outcome. In isolation the researcher/scientist may be very productive BUT the eco-system does not allow him to
a) work in good team,
b) promote his/her outcomes in a healthy manner
