In the review article written by experts, the relative merits and demerits of the various methods adopted for the problem, and historical development of the methods will be given. The PhD students usually give just a summary of the various methods, do some MATLAB simulation for a standard problem and give the conclusions, which are probably known to most working in the field. Usually I read review articles written by experts to know what is happening in allied fields.

Thanks to all for for your valuable opinions, what i feel that yes reviews written by experts of a field are very justified and accepted, however if a researcher / scientists writes sincerely with his knowledge, sphere and high interest / enthusiasm on any related topic of his / her field then that is also worth and even high impact journals accept and publish such reviews as they publish reviews of experts / experienced researchers.

Review articles are an attempt to summarize the current state of understanding on a topic. They analyze or discuss research previously published by others, rather than reporting new experimental results.

An expert's opinion is valuable, but an expert's assessment of the literature can be more valuable. When reading individual articles, readers could miss features that are apparent to an expert clinician-researcher. Readers benefit from the expert's explanation and assessment of the validity and applicability of individual studies.

Review articles come in the form of systematic reviews and literature reviews and are a form of secondary literature. Systematic reviews determine an objective list of criteria, and find all previously published original experimental papers that meet the criteria. They then compare the results presented in these papers. Literature reviews, by contrast, provide a summary of what the authors believe are the best and most relevant prior publications.

Some academic journals likewise specialize in review of a field; they are known as review journals.

The concept of "review article" is separate from the concept of peer-reviewed literature. It is possible for a review to be peer-reviewed, and it is possible for a review to be non-peer-reviewed.

According to mentioned definition just senior experts can prepare valued and merit  Review articles. I believe that sometimes a high quality level review article could be more useful than a peer-reviewed  article in knowledge progress.

Dear all, I can cite many a reviews published in high IF journals, with authors publishing without any of their single reference being available in the reference section - and high IF journals lik Vaccine and Exp Rev in Vaccines - always and all the time follow thorough per-reviewing --- it means that if a review paper is compiled by knowledgeable scientists / researchers is worth too may be not having full expertise/experience on that subject - but worked upon with hard works, sincerity and enthusiasm in a  team spirit.

What do you all say bout these examples. 

In my opinion a knowledgeable fellow, having high concerns of writing good papers need to write reviews on interesting topics as well as in area of expertise. 

To say and support, I have written many quality reviews in high IF journals absed on sincerity and honesty and fully supported with hard works and dedication and equipped with a high team spirit.

My recently accepted review paper is on Ebola virus in an IF journal.

Who is writing review is not important, how much useful that review is more important.
