In many countries the main act of research is to publish some publications, however in the developer country research is related to the industry where its goal to found solutions for the industry problems?
In most of the developing countries researchers are doing research just to publish a paper. This is because of fulfillment of their requirements for getting promotions. Secondly the industries have no collaboration with the universities and other educational institutes, so researchers have no ideas of the innovations and research needed by the industries.
when u live in a non-developing country, your research or your creation will be published only cuz there's no industrial support and no research center so no one take your innovation or your idea in consideration !!
In the well developed countries, all the infrastructure, the facilities, and the industrialization are excellent. The industry and the university are well linked. The industry can support the funds to the research university and invest many years to develop the research outcomes. The researchers can legally receive the funds from the industry.
In the developing countries, the may not be sufficient electricity access and consequently, the industrial production sectors are very initial state. Accordingly, the intellectual copyrights and the bridge between the research institutions (universities and the industry may not be strong.
There may not be legal (official) rules to link between these.
As the results, the fruitful outcomes from the universities' research are just for the publications to develop the reputations.
From the industry view, the economical status is not too strong, then, they can only use for their business and can't support the grant to the researchers. Also, they don't wan to wait until the outcomes from the research. They want the short term economical benefits.
The researchers want to inform their findings as soon as possible.

According to me, initially a researcher should focus on their significant contribution towards the betterment of the society and industries unconditionally. But, yes..publishing plays a vital role in achieving the global acceptance of the research. In addition to that, the work being published boosts the morale of the researcher and also acts as an indication that their research is excelling in the right path.
All researches should not end up with industries. Some works may be carried out to assess what is going on in the ecosystem. Somes works may end up with industrial production. Some are for social betterment. Some others may be used for medical purposes. Some for discovering the hidden ones. Thus, it all depends on the attitude of research to affiliate himself/herself into one of the above fields. In many cases, others may use the output of researchers for reaching their goals. It is not a matter of developing or developed countries since many findings by researchers from developing countries is being put into reality by developed countries. Every research work should be published as it becomes science for others to refer & cite it . The problem is that poor quality scientific publications are done for promotions . Therefore , assessment of publications by citations & h-index is necessary to judge the quality of paper . I do not agree with many of the answers posted here. I publish papers because I am love addicted with my research work and not with desire for getting promotions in my service career.
For example, I immediately send literature to many when requested for, just hoping that the publications would be helpful in their research work. There is no personal benefit for me. Of course I feel happy when they thank me for the help.
All the comments are very interesting. I just want to point outvout the major shift in universities from fundamental to applied research. Researchers used to analyze; study and have some criticical view on a specific theory. It was a lot about creative thinking. With the competition and the search for fundings; universities are now under pressure from companies to solve their technical problems as soon as possible. Nowadays; we have more applied research and critical thinking. Researchers now think more like engineers and problem solvers . The results are therefore the most important factor. Maybe it is easier to publish now than back in the 70's or 80's.
The main purpose of research is to study nature and to know how to manipulate nature to suit your purpose. Is a pity, in developing countries is not applicable, majorly people research, publish paper to get promotion.

Unfortunately, you are right. There are no synergies between Universities in less developed countries compared to more developed ones. Universities are not funded because Governments believe needed technologies can be imported. With such mindset, no one will sponsor research in less developed climes, adding the facts that basic research facilities are totally lacking.
Thus, for researchers to be relevant within the local and international research community, publishing becomes the way out, perhaps some may be fortunate to attract meaningful collaborations in more serious climes.
