It would depend on the size of your targets and your agarose gel thickness. Two commonly used ladders are 100bp and 1KB ladder. There are different size and different type ladders. I had included a link below.
For example, If you are looking at plasmids of 6kb length, whose sizes are larger including size of the vector, I would use a 1KB size ladder which will help you to determine if your plasmid of right size. If you are looking a cleavage product of 500bp after restriction enzymes digestion of a plasmid , then you can use 100bp ladder. If you are not sure, you can always use both 100 bp and 1 kB ladder on either end lanes of the gel, which should cover all sizes you are looking. Hope this was helpful to you.
